Xeon 1230v3 or ryzen 3 2100, for live streaming and rendering and possible upgrade path, what would be the best for my needs, my research showed that ryzen 3 would be the best. But I think that the xeon would out perform it in every application I use, help me please!

If going ryzen is going to break the bank because of the required ram upgrade then go with the xeon. A ryzen 3 would perform a bit behind the xeon but it has an upgrade path and drop in compatibility with 8c/16t cpu's. The xeon doesn't. Everything will be a tradeoff in one way or another, it comes down to your budget vs your wants/needs.
I know this sounds odd, the ipc of Intel's new series is better than ryzens, but ryzen wins price to performance, Intel has in theory the stronger CPU at a higher price, if I'm wrong please correct me. I just want to make sure what I'm doing is right when I go to upgrade, as it's going to be helping me, I've been running into issues lately making my PC lock up until I shut it down

I would suggest Ryzen soley because of the upgradability. The Xeon is a haswell processor and has 0 upgradability for a reasonable price. While AM4 is no where near as old and has a lot of upgradability. Also, how much will you buy this processor for because I see it for $200 on google, and if youre paying that much then you should get a Ryzen 5 1600 like CountMike said, that should do you fine with what you need it for.
