XFX R9 290x performance issue

I've been trying to deal with this issue for a while now.

Long story short, I recently built this PC and my card (XFX 290x) simply
isn't performing.

Whether its Skyrim, or (more recent games) MGSV Phantom Pain, I get
a low frame rate and incredible amount of stuttering.

I've tried disabling ULPS, fiddling with AMD CCC and MSI afterburner, flipping the cards bios to uber mode, uninstalling and reinstalling drivers, but still nothing.

Although the card stays cool, it never seems to go over 750mhz.

Any sort of suggestions or feedback would be greatly appreciated!!

Here is the missing part from the puzzle. The R9 290X is recommended to run on a 650W PSU minimally however you should hold up fine on something like a 600W unit.

Also do keep in mind that the EVGA 500 B is a Tier 3 unit which is not recommended for gaming builds.

I would highly recommend one of the following units because of it's excellent quality for price:
Antec HCG 620W
Seasonic M12II 620W
EVGA GS 650W
XFX TS 650W

Use MSI Afterburner to check the clock speed and it's performance.
 
Yes please provide your computers full specs without knowing them its hard to diagnose your problem. But from afar it could be your processor not being able to provide the graphics card enough oomph, in terms the GPU is throttling down to what your CPU is capable of "Bottleneck".

This happens to me with my R9 270x running with a 5800k even with my 955BE overclocked to 4.0.

A quick update:
So I have a 500w power supply (EVGA 500 B 80 PLUS BRONZE Certified 500W)
and am seeing other people mention that it might not be enough.

Might that have something to do with it?

Looks like Power tune is throttling it. check bios for stable Voltage's and looking at all temps make sure to look at VRM Temp. card will throttle if VRM are too hot "a problem on some XFX cards" . i would lean more to PSU tho. something like GPU-Z can help to see some power use and VRM temp.
