The 1060 is better, unless of course you want to play new titles that are properly tuned for DX12 and Vulcan, otherwise the RX 480 and GTX 1060 trade blows.

It's pretty clear that “Something is rotten in the state of Denmark” in a lot of software being benchmarked for both AMD and NVIDIA hardware. In a lot of titles, performance between cards is similar, but in select titles, performance is grossly unbalanced in favor of one architecture over the other, and the mismatches swing both ways.

If performance is your bottom line, at this point, it's highly recommended to look for results of the particular games you're planning to play before making your buying decision as it doesn't matter if one card is better or worse when it ends up...
Specs wise, yes, the 380x is better than the 380. It has the full Tonga resource complement enabled on the GPU's silicon die. You are looking at between ~5 - 15% performance difference for the ~40$ difference.

On the other hand, you're also in the budget ballpark for the RX 480. Might as well go for that one as it will both be new, and much faster than both.
 
the GTX 1060 is better than the RX 480 (at least from what NVidia is saying at this point) but also more expensive. Take your pick as to how much you want to spend.
