XFX R9280X 3GB black edition running i pci x16 @x4 1.1 is this a problem.my mobo is an asrock h81m dgs...it has an x16 2.0 slot....ive reseated my gcard 4 times now...even cleaned e slot....

Are you checking this at idle? The PCIe link speed is sometimes reduced while the extra bandwidth isn't needed at low load. I believe there's even a note about this right next to the bus interface field in GPU-Z...
