XFX Radeon R9 280 Black Edition 3GB graphics card very noisy?

Just built my first computer, based around gaming so don't know much about it all however, I bought the Graphics Card mentioned in the title (Radeon R9 280 Black Edition) and it seems to be running very loud whenever I run games. No display issues but was just wondering if anyone could tell me if the card is known to be noisy or if it's perhaps faulty/not receiving enough power?

Stock - very noisy (what you have?)

CM Hyper 212 Plus - slightly audible in idle, fairly quiet under load compared to stock

CM Hyper 212 EVO - similar to PLUS. barely better but a little more money

Noctua NH-U12S or U14S - silent in idle, very quiet under load (masked by graphics card fan). Most expensive at about $60 to $70.

*The NH-D14 is the same price as the NH-U14S probably better cooling though I believe it has 3-pin (voltage) controlled fans. Your motherboard...
How will I be able to tell? Also what issues should I be looking for? Poor connections? Damaged parts?

No problem. That is why you ask. :)

While your PC is running, open the chassis and find out where the noise is coming from by simply listening.

Then make sure than fan is not obstructed or dirty in any way.

Your motherboard may or may not support both Voltage and PWM for the CPU fan header as some do and some don't. It does support 4-pin/PWM but you'd have to ask Gigabyte if supports fan control for 3-pin fans. Otherwise it will spin at one speed.

Summary:
The best deal if on a budget is probably the $20 Plus. The best cooling (and quietest) is the NH-D14 though the other Noctua's should be almost the same.

I am running 2 x XFX r9 280 Black edition double dissipation 3gb cards in crossfire and they are extremely quiet. The noisiest things in my pc are the 120mm fans in the case itself. I do have a thermaltake water 2.0 and those fans are not that loud compared even when i go into gaming mode. I do love these cards but i wonder if i did a bit of overkill, because i only have 8gb of ram and i get artifacting (could be my monitor) aoc 22 inch in black flag when im near walls.. other than this i love these cards. Fastest framerates i have ever had in that game. I am using a 990fxa ud3 with a 965BE not an fx but i dont know if getting the vishera fx line is worth it right now, i would rather add more ram honestly.
