i cant start the game NBA2k because XINPUT1_3.dll is missing from my computer please help me...............................................................

search the web for XINPUT1_3.dll and download it.
whenever you install a software, some .dll files could be "left behind". simply search the .dll download it and put it in the game's file. (right click the shortcut "open file location").
