Question XP: 3 accounts open as normal, one does not - it gets through to the desktop but no icons show.

Error message re Explorer regarding a dll. I tried to replace the dll but failed. System Restore points didn't work either. Any ideas much appreciated.

You'll most likely will have to re-install windows. Also, why are you still using xp in 2020? Support has ended years ago...

check setting also who used it is it possible the kids deleted something in c drive

if 3 accounts open and one not, make a new account, then go into your c:\ users\ and locate the account (that doesn't open) folder , then copy its desktop folder on the desktop folder of the fresh created account.
That's it! Let me know if it worked!

Or do you get the dll error on all accounts? What is the exact error message of the dll?
