XP pop up date and time question

I've noticed over a protracted period that sometimes (not all the time)
but sometimes, when I move the mouse over the icons in the lower right
hand corner of the taskbar, when the tips come up, they come up
partially or almost completely hidden behind the taskbar instead of in
the front and to the side of the icon they are describing which is
normal. Does anyone know why this happens and what if anything can be
done to correct it?
Rebooting the computer seems to straighten things out again, but I just
want to check with you folks and make sure this is normal behavior and
that I don't have a problem on going 🙂

This is a known issue, and rebooting or logging off is all you can do. I
have seen at least one post since the release of SP2 than indicates that
it was not fixed in the service pack.

I've wondered for quite some time about this. It's good to know it's a
