If it is the two man y-wing you will need another player to fire the second
laser.

If it's not, try checking your reactor power. I had that problem with
my missiles. Too low power. Seems like youo would get a message saying
that rather than "Weapon Disabled".

it doesn't say anything. it just doesn't fire. It's the single man y-wing.
Tier 1 Cert. do only certain weapons go in the slots?

Had that in beta...not enough energy...get a better reactor and a quicker
recharging capacitator (you have one at all?)

The Tier 1 Y-Wing is the two-man version. The Tier 2 version is the
one-man fighter.

As Vance said, you need the Tier II, or "longprobe" version to fire both
weapons at once. The Tier I only gives access to the front weapon. Also, you
would be well advised to get a good capacitor, since using both weapons is a
nasty drain on it.
