Regardless of port used (dp, hdmi, dvi) there is yellow lines flickering all over my monitor

The lines show up even when in bios.

Tried installing latest graphics driver but it does not seem to install fully no matter how many times i restart

Tried deleting gpu on device manager and scanning for new hardware.

Took ram and gpu out and cleaned ports.

Tried changing cables no improvements.

Tried reseting pc to an esrlier point in time. No improvement.

Some companies require that the card be registered for warranty service to cover it. Have you ever registered the card with ASUS? Not all companies allow transference of warranties after it has been sold in the secondary market.

I don't deal with ASUS much at all, so I can't say what the actual issue is off the top of my head. I would track down a link for their technical support in your country and write them to see what they say to do next.
If the artifacting on your display happens in BIOS, it's not a driver problem, and in fact there is going to be little you can do in or with Windows to sort this out unless you recently forced the graphics card to run out of spec by overclocking, undervolting, or flashing a non-standard BIOS to the card.

If the artifacting shows up regardless of the cable or interface used, it's not a cable problem.

You have two primary possibilities, the graphics card, or the screen. Change one or the other and you will likely get your answer.

If you've modified the card in any way, undo the modification and hope any damage isn't permanent.

If the heat sink and fan on the graphics card has never been cleaned, it may be time to go to YouTube for videos on how to clean it, but from your image, it looks like memory corruption, which may not be as severely influenced if the card overheats.

Unable to quote on mobile. The lines disappear using onboard hdmi port on mobo. I gave the tower a spray with air yesterday. Ensured no moisture got on the components.

Just factory resetting entire PC and gonna rma praying they take pity 🙁

Brightly colored vertical or horizontal lines are more likely an indication of a failing monitor display. The lines are usually fairly constant in position but can change color.

If you take the back off of the monitor and press at the top of the panel or at the side of the panel where the lines meet perpendicular to the side or top of the panel, the lines may change or disappear.

There are YouTube videos of doing this. But the fix doesn't last long.
