youtube buffering new gpu

Just put in a gtx 1070 replacing my r9 280x and now i cant hardly watch youtube videos at all. only at 420p or 480p whichever it is. i have uninstalled all old drivers and got current nvidia. i am running farcry primal on ultra at no less than 80fps. but cant watch a video... using opera and chrome, same results. i feel as if my browser isnt even using my gpu? also my browsers are downloading super slow at less than 500kb/s compared to a steam download at 7mb/s
what gives

my specs are as follows
i7 4770
gtx 1070 evga FTW
msi z87 g43 gaming
xfx 750w gold psu
8gb g.skill gseries
widonws 7 64bit

If connection speeds look good try a youtube video and if you still are having an issue try these tips. While the video in YouTube is playing right click on the video and choose stats for nerds. This will show your connection speed dropped frames and various data.

Since it sounds like everything but youtube is slow I suspect its the ISP caching issue or possibly DNS.

May also try this extension in chrome to play the videos in h264 vs VP8 or VP9. This will also get you the GPU hardware acceleration you want:

For the youtube my speed it shows nearly 95% youtube hd verified throughout the day, for fast.com it shows an average of 55mbps
