YouTube causing lag for other programs

My problem is a strange one. I recently switched modems for unrelated reasons, and have been internet trouble ever since. Now when I started to have this problem, I got my old modem back, and used that instead. Same problem. The problem is that youtube causes everything else to lag. But only youtube. Not twitch or anything else. I'm stumped as to what it might be. I checked all my drivers for flash, my motherboard, my gpu etc. Nothing has worked. If I want to watch youtube and do something else, it won't happen.
My PC specs and modem(s):
Windows 10
intel i7 7700k
16GB RAM
MSI Z270 motherboard
MSI GTX 1070
Arris SURFboard SBG6580
The one comcast gives you for free when you sign up with them
Note: The connection speed is roughly 220Mb/s, and I'm on a wired connection.

Can you run your task manager and view how much network your youtube is taking up (it should be a percentage) when you use youtube vs when you use something else?

Network percentage doesn't seem to be working properly. However, the max network usage for a twitch stream was 13-15Mbps, and for a Youtube video its from 8-16 Mbps.
