Question Youtube stream blurry while moving

I used both dual pc setup(NDI Source Plugin) and single pc setup , used both x264 and NVENC new Encoders.

Checked log files, no render lag or network lagged frames

Using OBS Studios

Internet bandwidth - 45mbps Up/45mbps down
CBR - 3000-4000kbps
Base Res - 1080p
Scaled Res - 720p
Fps- 60
Profile -hight

Cpu preset - Very fast (also tried faster)

Stream Game - Apex Legends

Single Pc Spec -

I5 8400
Gtx 960 2b strix
Z370 aorus ultra
16gigs 2400mhz
Firecuda 2tb HHD

2nd Pc (Laptop) spec

i7 7200U
940MX
8gigs ram
250gb SSD

When i am standing still stream quality stays very good and when I move stream gets blurry

Please help , what i am doing wrong ?

Are these settings some that you found yourselfe? or did you find a guide to it?
i'd recommend looking at a few guides on how to setup streaming to see what is important and wich settings to enable.
often it is a checkbox you missed that makes a world of difference.

Did that already tried many different settings looked into many guide , nothing helping
