YouTube UI LAG

So I have a unique issue with my system. When I use YouTube on any browser, the UI is laggy beyond belief. However, when the browser in question (whether it is Chrome, Opera, or Vivaldi) looses focus, the lag is gone. I made a short video illustrating the issue.

I have tried disabling extensions on chrome, but running across all browsers means that it something else. If anyone had any suggestions I would be open to listening. Thanks.

- try turning off the dark theme

Well video card drivers have not been updated for a while due to the fact that ever since NVidia 364, upgrading drivers causes major instability and in one case a full OS crash. I will try the theme switch and observe the results.
