Question Z170a Gaming M7 Motherboard won't power on

Hi! My motherboard won't turn on, there is a red light that turns on next to the PCI_E5 slot and when I switch on the power and that's it, can't turn it on. What does that light mean?

Try starting the board with only CPU and CPU cooler installed. If still no go, try testing different power supply. Always keep the configuration to minimum when troubleshooting.

I bought a brand new PSU because I already thought that it was the issue but no, even with no ram, still just get the same light and it still won't go.

Damn, I bought it used but the dude only used it once to make sure it worked and when I got it it seemed to work fine because all the lights were on like a green light on the start button and a blue one on the CMOS clear button but when I turned the MB on using the onboard start switch, all the other lights turned off and all I am getting now is this one red light.
