Z370 red CPU led solid

After reading previous thread with similar problems I have attempted the following:

Getting a new CPU thinking it shorted

Replaceing my Mobo for a copy of it

As it was previously in a case I removed it to make sure there was not a short from a standoff.

I have reset the cosmos

I'm now unsure where to go I can't really think of what would be wrong after all these
