Don't exepect much OC but on the other hand you shouldn't need it either.

I mean I'll buy a cooler too, will that help? Or can you tell me a better card in the same price range? I got a real tight budget.

You'll have to buy a cooler anyway, I don't think they come with one.
RTX 2080 has only ray tracing for which there are not many games (yet), GTX 1080 will do just as good job on present games.

Most any Z390 based motherboard will do the job for you unless you are into maximum overclocks or perhaps a i9-9900K.
Intel recently reduced the price of the 8700K.
The unstated reason is that the 9700K outperforms the 8700K and used to be priced similarly.
