I just finished building my first pc and turned it on. Everything seemed to work and I navigated to the bios menu to input the initial settings before my OS install. After inserting the windows 10 usb (bough from Amazon) and booting from the USB the aorus logo comes up and freezes there. I’ve let it sit for 45 mins and still just the aorus logo. What should I do?

If it's frozen, no signs of life - you'll need to clear the CMOS (Turn the PSU off, hold the power button to drain any residual, remove the round battery from the board, wait a few minutes and put it back in). It'll reset your BIOS, but then try.

Out of curiosity, what did you change in the BIOS? A modern board (like Z390) should pretty much be good to go - nothing you should have to worry about pre-Windows install anyway,.

I updated the BIOS from f8 to f9 and I also set the usb as the primary boot option. Also I just cleared the CMOS and same thing happened unfortunately.
