Question Z790 AORUS ELITE AX ddr5

i wanted to put 2 of these in my MB (https://www.pccasegear.com/products/46559/orico-7-port-usb-3-0-dual-chip-pci-e-expansion-card) and a USB TYPE C one but that one need a PCIES 4, i own a Z790 AORUS ELITE AX ddr5 that has 4 nvme that a filled and a 4080.

This is where i want to place these cards.

Unless your RTX 4080 is obstructing lower PCIE slots.
It shouldn't, but we do not know full model name of your 4080.

Lower PCIE slots are PCIE x16 physically but only PCIE x4 electrically.

ASUS ROG GeForce RTX 4080 Super Strix 16GB White, no nothing is blocking them, just wanted to know if i could use pcies usb card in them without problem. but you answer it with the PCIE x4 electrically, part do both of them pcie lane share or them both have there own lanes​

Are you saying that you are going to install 2XUSB3.0 card inside your PC???
In fact, it is not even needed, check the USB3.0 hub.

1st of all, you have to understand that Type-c is just a connector, what protocol it runs is a totally different story.
It can be USB3.0, it can be USB3.1/USB 3.2 GEN2 that runs at 10G, USB 3.2 GEN2X2 that runs at 20G. it can also be USB4/TB4 40G.
2ed if it is USB4/TB3/TB4, then a TB header is needed

Well, short answer, yes. It will work, but hub is better and this is totally not needed.
However, I still fail to fully understand you, I guess that is how far I can go
