Z87 Is it Needed to OC LGA 1150?

Im building a Mini ITX HTPC/Gaming PC as fancy as it gets it will be having an i5 4670k (250$).

Z87 Mobos are like 166$ plus

And the Regular Mini ITX that i can afford is
MSI B85I (which is 114$)

Would the MSI B85l Allow me to overclock up to 4.5 ghz (which is why you buy a K Unlocked Processor)

Processors are going to be water cooled

I want to shift to Intel Processors but their ideas are ridiculous and overpriced as hell.

I will be using this for gaming/movies/Emulation(dolphin.PCSX2)

FX 8350 with M ITX = 305$
4670k with Z87 = 416 $

Prices are based on my Country's retail price

You want to build a Mini ITX build, which is arguable more expensive than a regular build. And want it to be "as fancy as it gets," but you don't want to pay the price of having a "fancy as it gets"-build?

You might be able to SLIGHTLY overclock with your B85 board, but I very much doubt it. The Z87 boards are built with overclocking in mind, and have matching parts that will be able to sustain an overclock, whereas other H/B-series boards do not. It's there for a reason. If everyone could overclock to 4.5 GHz (which is a pretty large overclock for Haswell, depending on your chip), then they would, especially if they could do it with simply a B series board.
