Zen cpu or skylake/haswell

I am looking to upgrade cpu and I have a $400 budget. should I wait for the zen cpu or pick up a skylake or haswell cpu. If I picked haswell I could reuse my ddr3 ram and save $35.

I'd go 6500 with an h110 board, or if you like to oc you might could find a 4690k/z97/cpu cooler for less than that

Zen is still a ways off, so depends on your time horizon. Haswell would be a great way to preserve your RAM, and is not significantly different than its Skylake counterparts.

If you live close to a Microcenter, the 4790k is a great value (especially considering it comes with a perfectly adequate stock cooler to get you going, whereas the 6700k does not):
