Zotac gtx 1070 amp extreme edition very poor performance

i have 16gb ddr3 ram
an amd fx8370 stock speeds
and the Zotac gtx 1070 amp extreme edition and in Gta 5 i get 50 to 65 fps on high settings 2x msaa and 8x antistropic filtering is the cpu bottle-necking me please help

Yes, GTA 5 is a very CPU intensive game and no AMD processor can play it well.

What is your CPU and GPU usage in game?

MSI Afterburner can monitor this in game for you

the cpu is reaching roughly 70% and then the gpu never goes to its maximum boost clock

Ahh GTA V...
Lower MSAA to FXAA.
Anisotropic filtering to 4x.

Your CPU is bottlenecking a bit for sending draw request to GPU, esp. in CPU instensive games like GTA V.

But if you want to play at these settings and you are getting 50-65 fps now, I suggest you Overclock your FX 8370. FX 8370 is good for OC.

ONLY PROCEED IF YOU HAVE AN AFTERMARKET AIR TOWER OR WATER COOLER. (or Wraith Cooler)
Try these settings
1.45V
200.00MHz Base clock
23x CPU multiplier, 4.60 GHz

A very generous voltage have been given that is not too extreme for guaranteed stability. (FX 8370 is well binned)

Then this 15% overclock from 4.00 GHz to 4.60 GHz will net you around <15% performance, giving you a 60fps base minimum just right.
