Question Bad Image

I seem to be in a catch 22. A few days ago, I got an error message saying it was a bad image regarding a system32.dll .I get that message whenever I try to open anything.

The scannow stops at 10%, the resource protection could not perform the operation and the dism did not work. Windows was pre-installed, so I have no disc and no restore points to fall back on.

I am able to download but not install. I need the corrupt .dll to open the installer and I need the installer to fix the .dll. Seems, one won't work without the other.

I have tried numerous suggestions and fixes to no avail. Some involve getting into the registry or other things that I do not feel comfortable trying.

Fortunately, I can still surf the web, get my email etc. I just can't open any programs or print anything. I'm open to any suggestions that may help.

Could not access the site you have listed.
Yes, I have run two different malware programs, one took two or more hours to complete.

Did the scans identify any threats?
No threats were found. I am able to get to MS download page but, all of a sudden something's will not download. I tried the update button and also the media creation tool, neither will download.
