I tried to stress test my CPU to a single core, since I read the 6 cores working will result in maximum 3.8 Ghz. So I used Prime 95 and Heavy load and the max speed i got was 3.911, does that round up to 4Ghz or like my GPU should I expect a higher speed?

I just bought a core I5 and when using the CPU Z on the Stress CPU option, the cpu only runs at max 3.7Ghz. I read the 8400 max speed was 4 Ghz. Is my processor defective?
