OP solved it by checking the power settings in Device Manager for the USB ports. Two had power saving enabled.

I am trying to boot from installation media on a USB. My end goal here is to restore Windows image to a new larger HDD but I cannot boot from the USB to get into System Image Recovery menu to do the restore. Every reboot is taking me into existing Windows and not booting off of the USB drive...

This is my first build in quite a while and my first with SATA instead of IDE. I am using a Seagate ST1000DM003. I have connected the power cable, the SATA cable, and still have a 4 pin connector on the hard drive. What is this for.
