Far as I think that is a PSU problem then because when you limited the power then the PSU ran fine but CS GO I think takes quite some RAM so it blacked out again. It might have went black due to no power being supplied to the dvi.

It could possibly bottleneck the GPU. Maybe you can pick one off the 6300 series as they are pretty good. But the bottleneck wont be that much of a trouble maybe if you have some extra bucks buy a CPU now if you don't then maybe save for the future. Although you could overclock the one you have...

Which OS are you using?

I think a multi meter is required to test a psu for yourself. The best you can do is if there's a computer shop nearby, get your PSU checked under load. As it is doing fine when it is idle. You can also take your GPU to some other PC and test it there just to rule it out completely.
