Phenom II? Marty, what year are we in? Increasing CPU clock will not give you a huge FPS increase (unless it's a CPU heavy game). Not sure what these 'programs' are that don't show an overclock, even task manager should show the correct speed. It's possible that the CPU isn't fully utilized, so...
