Kinda stupid, but I solved my problem. RiveTuner opens hidden on startup so I didn't notice it was there. Was locking all games to 60 FPS. Thanks for the help.

The problem is probably from your bad Windows install, but I've also had worse performance in Wildlands as well. The game maxes out my CPU all the time, causing it to stutter. Apparently, that's from a bad DRM, but I didn't have as many problems until recently.

Have you set your dpi in Razer Synapse? I think it locks the dpi once you do that. For the buttons, you have to have all the Razer processes open because those are what register the buttons.
