I haven't enabled PBO on the 9700x yet, and am not sure if it's even worth it. Without PBO the CPU draws maximum 80w and surely the PSU will have no problem. It gets more interesting with PBO, in which case the CPU can draw up to 180w. That together with 400w transient spike on the GPU will...

This may actually be a good thing for gaming. For too long advancements in gaming involve fancier graphics, while actual gameplay mechanics fall to the wayside. We need true innovation and hopefully graphics constraints will force developers to think of other ways to make games more fun.

My 9700x is at stock. When running Prime95 temperature tops out around 55c, and max power draw is around 88w. For the first few minutes it maintains clock speed around 5ghz, momentarily boosting as high as 5.4ghzs. Then it starts to drop, to as low as 3.8ghz, then back up to 4.7-4.8ghz...

Model numbers serve as a signal to the market. AMD will not launch a card that performs and priced at the top of the market and give it a mid-range model number. They are already telling everyone where this will land with that model number. Now to your point, there is no top end card, so this...

Looking at model number is a very sensible way, indeed, that's the very purpose of model numbers. The fact that they are calling it 9700 means it's intended to be directly comparable to 7700. If it's expected to be way better, it wouldn't be called 9700, it'd get a higher model number...
