Nevermind it was Rome Total War Remastered crashing the desktop somehow and locking it up. I changed to "borderless window" from "window" and I also avoid alt+tab during loading screens. Haven't had the issue otherwise.

I installed the codecs and it still does it. I even watch video on 720p and it still does this with them artifacts. I disabled the hardware acceleration but no change again.

Ok so it isnt the drivers maybe. I figured out that while it is charging the screen is blinking, however, when it is on battery the laptop is working absolutely perfectly(the blinking is gone) What is the reason for this?

I always click save and restart when i am in the BIOS but it just doesn't like to save things. I managed to get everything back to normal(everything is no auto) and not CPU-Z says that the core voltage is 1.190v and that the multiplier is between 37 and 39.
