I've tried pretty much all the things you tried. I lucked out and bought a replacement - Amazon were kind to replace it for free provided I send back the old one. after installing the new cooler, everything runs fine.

I can game for a short while before the cooler just doesn't run any more - The RGBs stay on, I have to shutdown the pc to restart the fans again.

My PSU is evga supernova 650 G3. 80plus gold. Are you suggesting I need to add a additional power cable from the PSU to the empty 6 pin slot?

There's a shop in the UK still selling them at around a similar price to the 1660Ti. I think price isn't an issue for me. I'll change the motherboard though if it isn't compatible with the CPU? I think I want to stick with intel for this build. I should probably change the cooler too.. Or...
