check for bent pin CPU socket, if it ok. plug in only 1 RAM in slot 2 or 4..try to power on?

is usb 3.0 driver installed?

check for cpu pin, sometime bent cpu affect to pciex

asus use nuvoton SIO to control on/off , ih you can replace it will be cheaper

this is motherboard issued, check with another old graphics it will be ok 970 it too old when you use rx 480, it can't handle GPU power from pciex,

that sound like GPU having trouble installed driver. this trouble almost on any graphics cards during 2-3 years usage. the only way to repair is reflow GPU chip

this is motherboard problem, ussualy on AMD platform.

intel default for fan is auto, it will increase automaticaly when cpu temp rise... don't worry about lowest fan spinning..

so this pc didn't work before when you get from someone? gigabyte had dual bios, in some case bios chip are dead need to be replace. or if you have another am3 cpu you can try it first...
