I removed all old video card drivers and installed the latest ones. One monitor. Resolution is 1920x1080. Resolution does not have any impact on the time before it freezes. Resolution scale didn't help me either. I know that GTA IV is a mess on PC, but it worked well until I changed GPUs... :(...

I feel like it has to do something with alt tabbing. Like, if I alt tab back in the game and start spamming shift, it plays that sound.

It's always the same sound, and I have disabled all those.
