GPU not getting power through pcie slot? (VDDCI / PLL voltage?)

Hi all, I'm currently trying to revive my dear MSI r9 270x, and it refuses to show anything on the display, except acknowledging that the cable is plugged in. Fans spin, the chip itself gets hot, but there is no display whatsoever. Could anyone help me with this? I'm thinking either the card's...

    best graphics card

It depends on the motherboard, you may have a BUS bottleneck if it is a lower end motherboard. What form factor case? Power supply? The best GPUs on the market right now are Nvidia's GTX 1050, 1060, 1070, and 1080. AMD has their RX 560, 570, and 580. For a system like yours, i'd stick to the...

    Graphics card change

Motherboard manufacturer and model? Usually BIOS updates only add certain features and or patch bugs in the program. As long as your GPU works now, a new or different GPU will work the same. I swap out parts all the time, and as long as Windows has the drivers, it's happy. Hope this helps!

    amd global chill

What radeon chill tries to do is keep your GPU at low power draw and temperature by reducing the wasted frames that never make it to your monitor, so if you play a game and it goes to 150 fps but you only have a 60hz monitor, the monitor will only get 60 of those 150 frames. Radeon chill reduces...

Will the lack of an exhaust fan on the Corsair 460X create a postive air pressure?

I would keep the exhaust fan in, but the front 3 fans alone should provide enough push to cool adequately.

Will replacing my hard drive help my pc?

A new hard drive may help, but only if you have a really old drive. If you are concerned about how your computer is booting and running, check the startup applications and make sure that other services aren't taking up all of your system's resources. An SSD may be a better choice, it's lightning...
