Newish Windows 10 Install Idling at ~20%?

I have only had W10 for about 3 days now, and it already runs at 20% CPU usage at idle. My specs: https://pcpartpicker.com/user/RektSkrubs/saved/X8n4D3

What should I do?

Have you checked your processes that are taking up your CPU? Your PC may still be downloading and installing updates and patches since it's a new install.

Thanks for uploading your task manager, but it's not in CPU task order. Could you click the CPU percentage to see what it application/task is taking up your CPU and send a picture of that? Thanks!

Also, what is your processor?

The first picture is... The second is memory. I'm using a 6700k at 4.5GHz with all cores and threads enabled.

I think i may have fixed it- idling is down to about 4% and stuttering is gone. I uninstalled a 32bit java, malwarebytes, and edited some things through winaerotweaker.
