I have searched for other videos and solutions for this noise but I'm not sure which one it would line up with, so I decided to ask here.

I redownloaded Discord and the problem seemed to disappear, but after a while it started happening again - it seems to be some sort of out of focus effect for when the mouse isn't moving or it stays off the window - any idea why this might be?
