So after countless hours of trying to find solutions I decided to clean install Windows from a USB drive. After the install it seems to be working. I powered it off all the way disconnected USB and powered it back up and it works. My HDD is still not connected for fear of having to do this again...

I only did a restart with the old HDD unplugged from the Mobo but I did not power off completely. It booted straight into bios

I did clone it all using macrium reflect.
