A power outage caused my HDD to drop from 100% to 99%, 1 weak sector have found, and current pending sector count:1 Do I need to get worried or is this just a minor problem?

So i've been experiencing frame drops when gaming,so i download hwmonitor too monitor then I saw the cpu package is hot.When cpu package reaching to 85c cpu clock speed drop to 1.77ghz and the voltage drop too but cpu temp is fine (10c-35c)what could be the problem? specs: cpu-x4 860k cpu...
