I hate to say this but ... it depends are u going to play VRAM demanding games? currently i have the RX 590 8GB and i never go over 3 VRAM usage (the reason is i play low VRAM demanding like R6 and CSGO) so it depends on how u going to use it. I would personally go RX 590 4GB.

When gaming these are the power consumption results : RX 580 : ~180W 1660 : ~155W

According to some users (with the same motherboard as you) they can use the Nvidia 1050ti just fine which is the Nvidia equivalent to the AMD RX 580

Did u check the task manager see what it says (usually it's the most accurate reading)
