Yes the plastic was removed. I also re applied thermal paste to the bottom of the fan and made sure nothing was on that or the cpu. The fan is spinning perfectly.

I have used speccy and HWMonitor. I am more worried about turning it back on to try anything else.

Appreciate the help guys, I'll take that all into note and save up for a new setup rather than upgrading what I have. For now, stuff like SSDs and the case can all be used towards the new build. Best move is to just save up roughly over a grand or so and go from there.
