If you already get rid of your 670 then go ahead with the GTX 780 SC. I would always go with the best single card setup you can and SLI later if you wish.

The i3-3240 should be able to handle those games with an HD 7950. There may be some bottlenecking in certain games/programs but not a lot.

No, you would want something along the lines of an XFX PRO850W Core Edition with SLI GTX 780's and an OC'ed CPU. You would need more than a 650W PSU, 750W may do it but I'd go with an 850W to be safe.
