Will a 650w be enough

I was wondering if a 650w power supply be enough for a 2 GTX 780s either a i7 overclocked or a i5 overclocked and a 480mm rad custom watercooling loop?

No, you would want something along the lines of an XFX PRO850W Core Edition with SLI GTX 780's and an OC'ed CPU. You would need more than a 650W PSU, 750W may do it but I'd go with an 850W to be safe.

i f i where u i would go for a 850watt PSU with 650 specially with overclock.
u will get an unstable system on a 650
