Well you can save RAM, HDD, CASE and PSU, basically replace cpu/mobo and GPU...and maybe add 2GB of ram... What's your budget?

Seems ok to me, yes it can run games pretty much maxed out (maybe some extra stuff like AA could be lowered on some games) 1080p 30+ fps (idk about Witcher 3 tho maybe medium-high). If you plan to overclock that CPU I would get more powerful PSU. 550-600W would be enough.

If you can find them under 120$ then GTX-750 ti or r7 260x. But if you can afford to spend 10-15$ more then r9 270 is best choice, and performance is much better.
