The Custom build is better. Intel cpus are better for gaming (which I assume you will be doing ;) Also the R9 270X video card is much better than the walmart one. Of course the walmart build is cheaper but it's not as good as the custom build and by building your own pc the price/performance...

I have to go for the 4. build because of the i7- 4790K. This cpu kills the i5 in performance. The cpu cooler is good even with a mild overclock. Also i like the gtx 970. It's the best card on the market Price/performance wise.

this set up will play any game at 1080p at full or almost full settings. So yes this is a great gaming build. If you overclock the cpu and gtx 970, it would be even better.

the 280mm would be better. The size of the radiator is twice bigger and 2 fans are always better than 1. The small air vents decrease the cooling performance but still the 280mm would perform better. 140mm at the back would possibly be better price / performance wise though.
