What games are you attempting to connect on? Do you mean something that has dedicated servers, such as Overwatch or League? Or is it something that requires you to set it up yourself, such as DST, Minecraft, GMod?

How did you come to those temps? What did you test on it? Based off of that short video... the machine looks fairly... messy. How clean are the radiators/fans? Is there a large amount of dust buildup in them? Clean 'em out and see if that gets you anywhere. Can you feel the pump moving water...
