Those temps aren't awfully bad - max temp for a 3600 is 95. Maybe the contact between your CPU and water block isn't right or there could be a thermal paste issue. Try taking the cooler off the CPU and make sure everything looks okay underneath.

Try reinstalling your monitor drivers then you should be able to change it.

No, 99% GPU usage is good because it means that it is being used most effectively (unless your temps are abnormally high). CPU usage also seems fine to me.

Doesn't sound too promising. You need to find out what PSU you have. It is probably a very dodgy one and is killing your components.
