I tried all 3 of the power plans that I already mentioned at the first post, and in all 3 the cpu minimum and maximum limit is set to 100%.

With Prime 95, the cpu is at 95% sometimes 96%, and the temps are even lower wont go over 63°C. wtf is going on :D
