i just want to know what cpu if better for gaming. editing, multitasking ryzen 7 2700 oc to 4.0 stock i7 7700k

so im looking to upgrade my gpu i have around $350 and was going to get a 1070ti but then the 2060 came out and i was going to get that, but then i found some used 1080s for the same price.. ive been told that the 2060 was just a 1070ti with rtx, ive also been told its the same as a stock 1080...

if i could find a used 1080 or 1080ti for $350 should i buy that or a new 2060? pc / water cooled ryzen 7 2700 overclocked to 4.0 16gb ddr4 @3200 75hz 1080p monitor evga 1060 ssc 6gb

pc specs ryzen 7 2700, with aio, oc to @4.2ghz 16gb ddr4 @3200mhz evga 1060 ssc 6gb 75hz monitor 1080p i have the money for a new gpu but i dont know if i should buy the new 2060 or 1070/1070ti, i dont care about gaming at higher than 1080p, i do care about rtx and am thinking about getting...

so ive been useing a gtx 950 for about 3 weeks now and just got a evga 1060, when i got in i uninstalled the 950 drivers and put the 1060 in my pc but now it wont boot, the fans and lights are on on the gpu but the screen will lightup black so its on but black screen, idk what to do i even...

i have a ryzen 7 2700 overclocked @3.90ghz on the stock cooler (cant get to 4.0 without upping the voltage so when i get an aio i will) my cinebench score was 1709, the hottest the cpu ever got was 83c but on average was about 73c under load. is this score good?
