ASRock uses Polychrome for their ARGB. ARGB means Adressable RGB and you would need an ARGB LED strip to be able to change colors. I am not sure about standalone RGB controllers and how they work sadly.
While it is more than enough it might be on the verge of dying. Though I didn't quite catch how often this is happening.
This error is a power loss which I think is usually caused by either the PSU failing or the motherboard not being able to deliver power.
Did you plug in the pump to the correct header on the motherboard?
Do you have any other cooler you could try? Maybe the AiO is dying.
Another possibility might be bad installation of the AiO.
By the looks of it you have a Ryzen processor and those don't have an iGPU for the most part. Maybe you plugged in your HDMI cable into the motherboard? Worth a check if you are out of options.
