    The standard is for the pinout on the end of the connector that plugs into the card though, right? The pinout from the power supply itself could be vastly different from my understanding.

    Well it sounds like the psu or the mainboard is DOA. I suspect the psu. I suggest you RMA it and hopefully that will solve the issue.

    When you clear CMOS, make sure the system is powered off. Move the jumper from pins 1 and 2 to pins 2 and 3 for 15 seconds, then replace the jumper on pins 1 and 2. The jumper is located directly next to the battery at 4 0'clock.

    According to the manual, it's F11 or Delete. If that doesn't work, use the clear CMOS jumper located on the board, this will clear all bios settings.

    according to the manual, it should go in slot #1, the slot closest to the cpu. If you put it in slot 2 or 4 it will run in x4 mode instead of x16 mode.

    650 should be plenty of power. I suspect faulty ram or power supply. Try to run memtest 86 and see if that comes up with any errors. If it doesn't, do you have another psu you can try installing the system? You should also run a virus scan with malwarebytes anti malware. Let me know the results.

    How much water are we talking? If it got seriously wet I'd throw it in a bag of dry uncooked rice. If it was a couple droplets of water it's more than likely fine.

    Do you know you have spyware? You can try malwarebytes. If malwarebytes doesn't pick up anything try combofix. It was developed to get rid of some of the harder bugs to squash. I highly suggest you look at a guide before playing with combofix.
